Yorkville Non-Revenue Water Rate Will Need to be Reduced to Meet Permit Requirements

As part of the Lake Michigan water source project, Yorkville will need to reduce their non-revenue water (NRW) rate to less than 10% to meet the requirements for the permit from the Illinois Department of Natural Resources. A leak detection survey will need to be performed on 156 miles of the city water main to locate problem areas on the system. Staff is recommending approval of a sole source contract with M.E. Simpson Company to perform the scope. Yorkville has utilized M.E. Simpson as the main contractor for the past three years. The proposed cost for the scope is $240 per mile of water main, totaling $37,440. This is a 4% increase from the previous contract with M.E. Simpson Company. A super-majority vote is required from the council for a sole source quote.
